As one of the pioneer states, West Virginia has been a blueprint for the way other state’s role out sports betting. The issue of integrity fees paid to major sports leagues creates that tone.
John Cavacini, President of the West Virginia Gaming and Racing Association explained how it went in West Virginia saying, “The Governor wanted the integrity fees, the legislature did not want it. The legislature didn’t see a reason to take ten million dollars from the state or even from the casinos and send it to New York.”
